NEC News & Latest Updates 2024, The purpose of the Commission was to collect the opinions of the people on continuing with the one-party system or having a multi-party political system.

As a result of the Commission’s report, Article 3(1) of the Constitution of the United Republic of Tanzania in 1977, was amended to make Tanzania a multi-party system.

Likewise, the Political Parties Act, (No. 5 of 1992) was enacted to facilitate the registration of political parties. Also, the National Election Law, (No. 1 of 1985) and the Local Government Election Law, (No. 4 of 1979) were amended to get rid of the one-party system and allow elections to be held under a multi-party system. of politics.

After the amendment, the National Election Commission was established on January 13, 1993.

In addition, in 2021 a Stakeholder Meeting was held to discuss the state of democracy of many political parties in Tanzania. Among other things, the meeting came out with a resolution to improve the electoral system in the country.

Thus, on December 23, 2021, the President of the United Republic of Tanzania, Mr. Dr. Samia Suluhu Hassan created a task force to assess the state of democracy in order to make recommendations to improve the issues of democracy and the political situation in the country.

The task force made recommendations for improvements to the National Elections Act, Chapter 343 and the Local Government Elections Act, Chapter 292. These improvements led to the enactment of the Independent National Election Commission Act no. 2 of the Year 2024 and the Law on the Election of the President, Members of Parliament and Councilors No. 1 of the year 2024.

Following the enactment of those Laws, the name of the National Electoral Commission changed to the Independent National Electoral Commission.

Independent National Electoral Commission

The Independent National Electoral Commission has been established in accordance with article 74(1) of the Constitution of the United Republic of Tanzania of 1977.

Considering the provisions of article 74(7) and (11) of the Constitution and article 6(1) ) of the Law of the Independent National Election Commission No. 2 of the Year 2024, the Commission is an independent independent department and makes its official decisions regarding the implementation of its duties in meetings.

In carrying out its constitutional duties, the Commission will not have to follow the orders or instructions of any person or any department of the Government or the opinion of any political party.

ADMINISTRATION

In carrying out its duties, the Commission is assisted by the Management or Secretariat whose Chairman is the Director of Elections and the Secretary is the Director of Administration and Human Resources Management. Members of Management are Heads of Departments and Units.

In addition, the Commission has 6 Departments, Zanzibar Office and 3 Divisions as follows:-

(i) Election Management Department;

(ii) Registry and IT Department;

(iii) Voter Information and Education Department;

(iv) Administration and Human Resources Management Department;

(v) Monitoring and Evaluation Programs Department;

(vi) Procurement and Logistics Management Department;

(vii) Zanzibar Office;

(viii) Legal Services Unit;

(ix) Finance and Accounting Division; and

(x) Internal Audit Unit;
